Safety Action Plan

In 2024, as part of a joint application with the Puget Sound Regional Council and other cities, the City of Edmonds secured federal funding from the Safe Streets and Roads for All (SS4A) grant program to develop a Safety Action Plan - a vital step toward making our streets safer for everyone. All jurisdictions are working independently to complete their plans. Safety action plans are comprehensive plans aimed at reducing and eliminating serious injury and fatal crashes affecting all roadway users.

The SS4A program is a Federal Initiative that provides funding to support regional, local, and tribal efforts aimed at preventing roadway deaths and serious injuries. In this grant program, Safety Action Plans are the basic building block to significantly improve roadway safety. They use data analysis to characterize roadway safety problems and strengthen a community’s approach through projects and strategies that address the most significant safety risks. The SS4A grant program is guided by the Safe System Approach, which involves a paradigm shift to improve safety culture, increase collaboration across all safety stakeholders, and refocus transportation system design and operation on anticipating human mistakes and lessening impact forces to reduce crash severity and save lives. The Plan will demonstrate the City’s support for and general consistency with the Washington State Target Zero initiative.

The completion of the Safety Action Plan will then make the City eligible to apply for future SS4A funding in order to implement those identified projects. A stakeholder committee will be involved in the development of this Plan. It will include the following key components:

Establishment of vision statement;
Planning structure;
Safety analysis;
Engagement and collaboration;
Policy and process changes;
Strategy and project selections; and
Progress and transparency.
