2022 Parks, Recreation & Open Space (PROS) Plan

Started early 2021, the regular six-year update of the Parks, Recreation & Open Space (PROS) Plan was finalized late June, 2022 through approval of the City Council. The process included a robust community engagement process with focused effort to reach non-traditional participants. Public outreach included a community survey, which received 1,958 responses (available in Chinese, English, Korean and Spanish); two virtual public meetings (simultaneous interpretation in Chinese, Korean and Spanish); Stakeholder group discussions and one-on-one interviews; tabling and outreach at community events and ongoing social media and email feedback.

The Planning Board deliberated the PROS Plan draft eight (8) times since January 27, 2021 including work sessions, reviews, a subcommittee meeting and two Public Hearings. In addition, there was considerable public comment submitted to the project email address of [email protected] during the project. Those public comments, along with the Planning Board’s unanimous approval with recommended revisions were provided to City Council during the Council’s Public Hearing process.

The City Council was presented, reviewed, discussed and provided feedback seven (7) times from February through June. Another robust set of public written and verbal comments were received during the Council Public Hearing held March 15 and continued to March 22, 2022. The Council provided requests for revisions to the draft Plan which resulted in the final draft that was approved on June 28, 2022.

Planning Board Meeting #1 - May 26, 2021

On May 26th, 2021 the Planning Board Meeting was given a short presentation on the overview of a PROS Plan, the scheduled project timeline. The Board was also asked for their vision of the Edmonds Park system as well as what they perceived as challenges, opportunities and ideas for the community’s parks, trails and programs.

Virtual Community Meeting #1 - July 22, 2021 at 6:30 pm

A Virtual Online Community Meeting was held through Zoom the evening of Thursday, July 22nd including a short presentation on what is a PROS Plan, project timeline, Edmonds park system overview, live polling questions, preliminary community survey highlights, a question and answer period and project next steps.

Uptown Market – Thursday, August 12, 2021 – 4:00pm – 8:00pm

A booth with display boards and materials and department staff were available for the duration of the Uptown Market. Residents were able to vote on their parks and recreation priorities and ask questions of city staff.

Virtual Community Meeting #2 - October 16, 2021

A second Virtual Online Community Meeting was held through Zoom the afternoon of Saturday, October 16, 2021 from 1:00 – 2:00pm. The presentation began with a short project update and shared preliminary results of what been learned from input of park users, program participants, and Edmonds’ residents. The meeting attendees were asked for additional community input to inform and begin to establish priorities in Edmonds parks and recreation programs. The program was offered in four languages; Chinese, English, Korean and Spanish.

Planning Board Meeting #2 - November 10, 2021

On November 10, 2021 during a regular Planning Board Meeting, the project consultant Steve Duh of Conservation Technix, presented preliminary results of public input from the various community engagement opportunities including mailed and online surveys, community meetings, stakeholder meetings, Uptown Market booth and general direct comments.

Planning Board Meeting #4 - January 26, 2022

2022 PROS Draft Document Public Hearing. Due to technology error, this meeting was not formally recorded, therefore is not valid. The Public Hearing was rescheduled for February 23, 2022.

Planning Board Meeting #5 – February 9, 2022

2022 PROS Draft Recommendation to Council was discussed by the Planning Board. This included review and discussion of the suggested revisions to the draft plan to be included in Board’s recommendation to the City Council in March.

Planning Board Meeting #6 – February 23, 2022

The 2022 PROS Draft Document Public Hearing was held by the Planning Board. Due to a technical issue during the January 26th Public Hearing, this was the replacement meeting.

City Council Parks & Public Works Committee - March 8, 2022

During the Council Committee meeting the 2022 PROS Plan Capital Program was presented for Committee review and recommendations for possible revisions to the Capital List within the PROS Plan.

City Council Public Hearing - March 15, 2022

A public hearing was conducted for the draft PROS Plan. Due to a significant amount of verbal comment, it was continued to the next week’s regular council meeting.

City Council Public Hearing - March 22, 2022

City Council – April 5, 2022

At the conclusion of the Public Hearing held March 15th and March 22nd, the Council expressed varying requests for revisions to the current draft Plan which were too comprehensive to easily identify and implement into the Final Plan. As a result, staff was asked to return to Council with a proposal to manage the Plan revision recommendation process in order to finalize the 2022 PROS Plan for Council approval consideration.

City Council – June 7, 2022

The draft Plan as well as a summary of the Plan revisions were presented to City Council. An additional set of revisions were requested by City Council during this review and discuss.

City Council - June 28, 2022

The 2022 Parks, Recreation & Open Space Plan was approved by the City Council by a 5-2 vote.

Background on the Planning for the Future of Edmonds Parks & Recreation Services

The city has started to update its Parks, Recreation and Open Space (PROS) Plan, which was previously adopted in 2016. The new citywide Plan will establish a road map for providing high quality, community-driven parks, recreation programs, waterfront and natural areas for the Edmonds community.

As demand for recreation services and parks grows and changes, the City needs to plan for the future of its parks, programs and open spaces. Every six years, the City develops an updated PROS Plan as the city’s blueprint for park improvements and recreation programming, and it will keep the city eligible for state and federal grants.

Citizen input is crucial to make sure recreational goals and priorities are consistent with community needs and interests. There will be several, COVID-sensitive opportunities for the community to participate, including community surveys, virtual public meetings and in-person activities, such as displays at the Farmers Market and other community events. This process will give us an excellent opportunity to identify ways to better serve Edmonds’ recreational needs over the coming 6 to 10 years.
