Edmonds Development Permitting During the COVID-19 Emergency

Effective Tuesday, March 17 — and until further notice — City Hall is CLOSED for general public access. City Staff will continue to perform permitting activities while limiting in-person contact during the emergency.

Construction and Inspections



  1. For permits issued prior to March 23, 2020: - please schedule inspections directly through 

  2. For permits issued on or after March 23, 2020: Construction must meet the definition of "Previously Authorized Construction" (for example, construction of "essential projects") and a City of Edmonds COVID-19 Construction Activity Form must be submitted prior to requesting your inspection. 
    • COVID-19 forms shall be submitted to
    • Submission of the COVID-19 form does not guarantee inspection
    • City staff will follow-up via email to confirm receipt of the form and provide further direction as needed.

CONSTRUCTION HOURS: Sound or noise originating from construction sites as a result of construction activity is exempt from noise limits during the hours of 7:00 AM to 6:00 PM on weekdays and 10:00 AM to 6:00 PM on Saturdays.  Construction activity noise on Sunday and Federal Holidays is limited to 55 decibels.

  • Requests to be made a 24 hours prior to the date needed.  Projects may need inspections from multiple departments including, Building, Planning, Engineering and Fire.
  • Inspections are performed Monday - Friday, unless otherwise stated at the Development Services Department
  • Inspections are typically performed between the hours of 8am-3:30pm.  When requesting an inspection, please include your preference of AM or PM.
  • Requests for final engineering inspections require 48hrs notice.
  • For FINAL project inspectins, Engineering inspections (when required by permit) must be schedule in advance of the Building final inspection.


  • Approved plans and inspection card shall be on site and available to the inspector at all times.
  • Utility installations shall not be backfilled until approved by the inspector.
  • Concrete pours shall not commence until forms have been approved by the inspector.
  • Temporary erosion and sedimentation control is the responsibility of the contractor/owner and shall be maintained throughout the project.
  • Traffic control shall be provided to MUTCD standards and per approved plans.

Building Codes Updated

The 2018 International Building Codes are expected to be adopted by the City of Edmonds later this year and take effect on November 1, 2020.
