City Council Meetings under Gubernatorial Proclamation 20-28.

On March 24, 2020, the Governor issued Proclamation 20-28 (Open Public Meetings Act and Public Records Act) to, among other things, temporarily prohibit in-person public attendance at meetings subject to the OPMA. To ensure that the public has the necessary means to continue their critical oversight role of Edmonds City Council meetings, the City will continue to live-stream its Council meetings on its website and Government Access Channels 21 (Comcast) and 39 (Frontier). In addition, the City is temporarily providing for call-in capability for the public to listen by phone. The dial-in number is (712) 775-7270. Enter Access Code 583224 to be connected. Furthermore, an additional email address has been created for the public to submit audience comments to the City Council: These additional measures will be in place during the period in which in-person attendance is not allowed under the Governor’s order.

The Edmonds City Council (all Council positions are at large positions) meet every Tuesday of every month, except for the fifth Tuesday of a month, at 7:00 p.m. Council committees may convene, as necessary, following adjournment of the Council's regular meeting on the second Tuesday of the month.  Council meetings are located in the Public Safety Complex located at 250 5th Avenue North, Edmonds.   Audience participation is welcomed during the "Audience Comments" portion of the meeting.  Audience comments are limited to  three minutes per person.  Comments regarding any public hearing or "closed-record review" scheduled on the agenda are not taken during the Audience Comments portion of the meeting.


Public Hearings will be scheduled as necessary.  The public may sign up to speak during the "public hearing portion" of the Council meeting.

Special Council Meetings:  A Special City Council Meeting is a meeting that begins at a different time than 7:00 p.m. or on a different day (other than the regular Tuesday meetings.)  A "Special Meeting Notice" is issued for those meetings.

The full Council Meeting begins with a Call to Order and the Flag Salute.  Next on the agenda is the approval of the Agenda followed by approval of the Consent Agenda.  Following approval of the Agenda and the Consent Agenda, the Council begins to discuss the numbered items on the agenda. Audience Comments are included in these numbered items. During this portion of the Council Meeting, the Council can discuss an item, take action, or place on a future agenda. 

Full Council meetings are broadcast live on Tuesday evenings and rebroadcast daily on Comcast channel 21 and Frontier channel 39. Time: Noon and 7 p.m.

Executive sessions:
Executive sessions are scheduled as necessary and address confidential matters such as the purchase of land, personnel matters, and advice from legal counsel. They are not open to the public and are not televised.
