Public Hearing: Quasi-Judicial Permit Decision Process

On October 2, 2018, the Edmonds City Council will hold a public hearing regarding the following issue:

Public hearing before the City Council on proposed Edmonds Community Development Code (ECDC) amendments related to modifying the City’s quasi-judicial decision making process so that the City Council is not directly involved in permit decision-making or appeals; the Council may represent its citizens in appeals and its legislative role is retained.  Primarily this involves amending Chapter 20.01 ECDC – Types of Development Project Permits, Chapter 20.75 ECDC – Subdivisions. The amendment also will require updating several references throughout the ECDC for consistency purposes.  Other proposed amendments related to permit processes include combining Chapters 20.06 & 20.07 ECDC (Open Public Record Hearings and Closed Record Appeals) into a single chapter under Chapter 20.06 ECDC Public Hearings, removing ECDC 20.100.040 Review of Approved Permits as this section is not consistent with state law, and changing Development Agreements from a Type V legislative process to a Type IV quasi-judicial process.

The City Council meeting will begin at 7:00 p.m. at the Council Chambers, Public Safety Complex, 250 5th Avenue North, Edmonds, Washington.  At the time and place stated above, all interested parties will be heard, however, there will be a time restriction for oral comment.  Written comments are welcomed prior to or at the public hearing.
