WA OUTLINE GREENThe Western Washington Phase II Municipal Stormwater Permit (Permit), issued by the state Department of Ecology, covers 80 plus cities, including Edmonds. This permit has its origin with the Federal Clean Water Act under the National Pollutant Discharge Elimination System (NPDES).

The Permit authorizes the discharge of stormwater runoff from municipal stormwater systems into the state’s surface waters (i.e., streams, rivers, lakes, sounds, wetlands, etc.) and groundwater as long as municipalities implement Permit-specified actions and activities known as Best Management Practices (BMPs) to protect these receiving waters. The City of Edmonds’ Public Works Department, Engineering and Storm Divisions run a comprehensive program to ensure compliance with the Permit requirements.
