Description of Proposal:  Application for design review of a new two story building with a drive-through, surface parking, and related site improvements.  The ground floor will be occupied by HomeStreet Bank while the upper floor will be office space for a future tenant.  District-based design review applications that trigger SEPA review are Type III-B decisions, which require a two-phase public hearing and decision by the Architectural Design Board (ADB).  The site is located within the Downtown Business (BD3) zone.

Any person has the right to comment on this application during the public comment period, receive notice and participate in any hearings, and request a copy of the decision on the application.  The City may accept public comments at any time prior to the closing of the record of an open record predecision hearing, if any, or, if no open record predecision hearing is provided, prior to the decision on the project permit.  Only parties of record as defined in ECDC 20.07.003 have standing to initiate an administrative appeal.

A public hearing before the Architectural Design Board (ADB) will be held on Wednesday, August 2, 2017 at 7:00 p.m. in the Council Chambers located at 250 - 5th Ave. N, Edmonds, WA 98020.  A copy of the staff report will be available at least seven days prior to the hearing.


Lead Agency:  The City of Edmonds is SEPA lead agency for the proposed mixed-use building at 614-616 5th Avenue South (File No. PLN20170024).

SEPA Determination:  Notice is hereby given that the City of Edmonds has issued a Determination of Nonsignificance (DNS) under WAC 197-11-340(2) for the above project.
